New Delhi: Former Vice President and Indian ambassador to Iran in early 90s Hamid Ansari, compromised national interests and put the lives of Ex-RAW officers (Research & Analysis Wing) in danger, said Mr Sood (ex-Raw officer) to The Sunday Guardian.
Former Research and Analysis Wing (R&AW) officers had sought an inquiry against former Indian Vice President Hamid Ansari for what they have called “damaging R&AW operations” while he was posted as Ambassador in Tehran, Iran. They now hope that Prime Minister Narendra Modi will get into the truth of the entire matter. These officers, who were posted in Tehran during Ansari’s tenure, had first approached the PM in August 2017. Ansari was posted in Tehran from 1990-1992.

Ratan. Sehgal was Addl. Secretary in IB n he was later found to be working for CIA and held passing on documents to a CIA lady agent in Delhi. He should have been arrested, jailed n dismissed. But was asked to resign n allowed to go. Now he is settled in US.

In his explosive revelation he further said that Ansari teamed up with Ratan Sehgal, Additional Secretary to IB (Investigation Bureau) to destroy the units and operations in the Gulf region just prior to 1992 Mumbai blasts. (He might be saying about 1993 Mumbai blasts and may be a typing error in his tweet).
While speaking to The Guardian Ex-Raw officer said that a team of ex-officers have written to PM Modi requesting the Government of India for an enquiry about the damage done knowingly by Hamid Ansari. As the report says officers claim that Ansari was not only failed at protecting national interest but also he acted as an agent of Iranian Government and the Spy agency of Iran SAVAK, to whom he kept on passing sensitive information about the operations of RAW in the Gulf region.
Mr Sood (Ex-Raw officer) recalled four major incidents at least at that time where Hamid Ansari as an ambassador did either nothing or just went against the agency and nation. In those four major incidents the officers of RAW were kidnapped by SAVAK. And all of them happened on the information provided to SAVAK from outside the agency.
In May 1991 Sandeep Kapoor was kidnapped by SAVAK from Tehran airport. Ansari was informed about the kidnapping as he was in Dubai at that time. He flew back to Tehran in emergency and captured full report. Post that he went quite, doing nothing to get Sandeep released. Instead he sent a confidential report to the Ministry of External Affairs which said, Sandeep was missing and his activities were suspicious for the Iranian Government. He might have been involved with a local Irani lady. The report sent to MEA was misleading and baseless and he deliberately missed out mentioning SAVAK in his report. Ansari didn’t file an FIR to find Sandeep out.
However after 3 days there was an anonymous phone call to the Indian Embassy about Sandeep which said he was laying unconscious on a road. Sandeep was found as it was said over the phone. He was immediately rushed to the hospital where doctors found that he was given heavy dose of a special drug, which lasted the effect on his body for years.
In August 1991 R&AW was keeping a closer eye on Kashmiri youth in Iran. They use to visit QoM, a religious centre in Tehran. The visits were more than often and they were getting trained to use fire arms and other ammunition in the different parts of the city. D. B.Mathur was new station chief of RAW in Tehran. He was advised by the staff not to inform about this operation to Ansari. As they were old and the knew what already had happened in the past. But Mathur met Ansari and informed him about the youth getting trained there.
Instead of informing New Delhi on this matter, Ansari passed on this information to Iranian Government and SAVAK. It was stated that Kashmiri youth are now raising the eye brows of RAW in the country. Result was more bad than one could think. And next morning Mathur went missing or in other words he was kidnapped by SAVAK. He was walking towards the Indian Embassy. By the evening it was clear who did that. But Ansari did nothing concrete except filing a complaint and informing New Delhi, saying again that Mathur was missing. He didn’t mention SAVAK even now.
After all of this, a Soy movie was going on, the officials somehow went out of the scene and somehow managed to inform Mr Atal Bihari Vajpayee. Vajpayee informed Prime Minister PV Narsimha Rao. And after intervention from New Delhi Mathur was released and was ordered to leave Iran in 72 hours. While out of office Mathur disclosed that SAVAK was aware of the identity of Sood and Mathur itself. And there were few points to which only Ansari was aware of. So it was another step to know who did it again in favour of SAVAK.
These officers believe and are extremely hopeful that PM Modi will order a thorough probe into this issue, which damaged India’s strategic capabilities deeply.
The letter to the PM also includes an incident where P. K. Venugopal, the RAW station chief, was picked up by SAVAK and beaten up before being let go. Venugopal was picked from a park and was with an Iranian woman. Ansari never lodged a complaint with Iranian authorities, the letter claims. Interestingly that woman later on applied for an Indian visa. To which RAW objected and shockingly Ansari approved that visa. That was woman was keen to meet Venugopal who was sent to India by Iranian authorities. The letter claims that Ansari’s long and regular meetings with Pakistan Ambassador in Tehran were also not reported to the MEA.
Sood also recalled about an incident involving Mohammad Umar, a security guard posted at the residence of the Indian Ambassador, who was picked by the SAVAK and released after three hours. When Ansari was informed about it, he asked the R&AW station chief to ascertain the facts as he believed that he was “turned” by SAVAK. However, despite the R&AW clearly stating that he was innocent, he was sent back to India with Ansari recommending that he should be barred from foreign postings.
The letter also mentions how a First Secretary, who was posted in Iran for 10 years, was charging US$ 500 from people who claimed to be students and gave them Indian visa. An inquiry done by R&AW revealed that the recommendation letters allegedly issued by the Indian universities on the basis of which the Iranian nationals were being given visa, did not exist. Despite R&AW putting this in writing in front of Ansari, nothing happened and the matter was forgotten.
It further goes on to talk about how R&AW’s operations, which were defensive in nature, were kept on hold because of Ansari’s order. “Ansari also brought other Indian Ambassadors in Dubai, Bahrain, Saudi Arabia to target R&AW units in their respective missions. At the time of the Bombay blasts, the R&AW’s capabilities vis-a-vis Gulf countries were in total disarray,” the letter reads. Sood told the paper that when Ansari was transferred from Iran in mid-1993, there were celebrations in the Indian Embassy.
Sood has asked for a detailed inquiry into why Ansari failed to take proper and appropriate actions when staff members in Tehran were being kidnapped, the role of Ansari in the fake visa being given to Iranian students and the role played by Ansari in damaging R&AW’s operations in Tehran and other Gulf countries.
Former Vice President Hamid Ansari has been surrounded by controversies after his tenure as VP got over. He has backed the idea of setting up of the Shariat courts in every district of the country. After his retirement, he had issued a statement saying he is feeling insecure and uneasy as a citizen of the country. His statements were condemned by all sections of the society. He was also seen in a programme organized militant Islamic organization Popular Front of India (PFI) which has been accused by the National Investigative Agency (NIA) of being involved in the controversial ‘love jihad’ cases in Kerala. He had also praised the students who protested for Jinnah’s portrait in Aligarh Muslim University.
Backed by the Left, Ansari was the second Vice-President of India to serve two consecutive terms after S. Radhakrishnan.
